ModelCiv does not pretend that mining will not occur--but maximal use must be made of minerals already above the ground and the end use of industrial minerals must be sustainable production. The idea is to incorporate industrial minerals into an essential production infrastructure--one that can sustainably support society over time. Eventually, when earth's population stabilizes, the production of greentech devices shall, in number, suffice. So, periodically, certain industries of the near future will shut down production due to product saturation within the local and/or global populations. Such shall not be tragic but shall be viewed as planetary savings due to a conservation of the finite resources involved.

Specific actions can only address unique situations in situ. National government, through its foundational legal mandate (national constitution), must delineate basic guidelines for societal operation but cannot mandate the exact manner of this guideline's execution taking place at local and regional levels.
Free Credit: When a bank extends credit to an individual or institution in the form of a loan it simply creates the credit within the receiver's savings or checking account--no fiat currency is directly handed over to the loan recipient. A sensible bank extends such credit on the presumption of loan repayment and proper collateral being established. Since the bank has created this wealth value simply as a supposition of repayment it is unethical to charge interest on wealth value that the bank didn't have to part with. The concept of Free Credit is that, in view of the aforementioned, credit extended as loans should simply be repaid without an interest charge.
Such cannot be the case when it comes to credit extended through credit cards as this entails an immediate debit on the card issuer's account each time credit is extended. An equitable amount of interest charged for this service is the only sufficient means of revenue generation for such extension of credit.

Sensible limits must be placed upon the amount of capital that any one person can amass from the marketing of such technology so that our planet and peoples may benefit from the replication and regular use of such--without having to pay an extra "tax" to make the patent holder a multi-trillionaire.
Local Autonomy, Relative (within Local Regional and National Legal Equity)--see Subsidiary: Within ModelCiv the standard of social conduct--how a person effects others--is high. When entire communities. for the most part, and national citizenries evince a spirit of equity then there is no need for the imposition of social or political authority from the outside. When families are empowered to create discretionary wealth and once said wealth production can be established there is, once again, no need of exotic wealth inputs save the investment required to maintain various systems of infrastructure.
With Relative Local Autonomy thusly established, community representatives of community interests should then be empowered through an enlightened, democratic process to pursue the best interest of the great majority of citizens. Such community representatives would subsequently be empowered to make Subsidiary Decisions based upon:
A) an intimate knowledge of the immediate situation
B) equity for all effected thereby
Local Custom: Local society will, over time, evolve the best methods of accomplishing work and preferred means of social interaction. Once all are familiar with such it can be considered Local Custom--ideally the most efficient and pleasant lifestyle possible in a particular area.
Local Earth Repair: A vital source of community employment requiring the expertise of many scientific specialties along with support facilities such as Community Seed Banks and botanic nurseries. Bioremedial Specialties would also be essential to the re-established viability of Local Biosphere.
Local Living: Imagine the great bulk of one's daily living ocurring within walking distance of one's home and in the company of one's friends and neighbors.
Local Region - USA: The most efficient regional grouping of villages, towns and cities as social and economic interaction require. A Local Region, within ModelCiv and for the United States, is the future development of counties and county equivalents. Local Regions are larger than a typical U.S. county by at least four to six times and represent a cost savings for governmental operation by lessening the number of administrative units requiring governance. Besides this up-front cost savings ModelCiv projects that Local Region political and economic operation would function more dynamically and smoothly with the subsequent lessening of fragmentation which present, second level administrative divisions-- at least in the United States--represent.
Local Region - World Nations minus the USA: The most efficient regional grouping of villages, towns and cities as social and economic interaction require. A Local Region within most world nations (minus the USA) would consist of present, first-level administrative units. This would be the case for nearly all medium-sized nations while larger, single-nation MetaRegions or China within the ASIA EAST MetaRegion would have to make use of MetaRegional Provinces as first-level administrative units with Local Regions being relegated to second level administrative units in these instances.
Local Recycling: With the mostly local consumption of locally-produced, Basic Wealth the need for packaging would be greatly reduced. Re-usable containers, baskets and natural fiber sacks and bags would suffice for the temporary storage and transport of most locally-produced food items, beverages and other Basic Wealth items. Within ModelCiv the use of specialized computers and other electronic equipment would become more standardized in that their end-use performance would be consistent and interchangeable components emphasized. 1) Has history exclusively favored the societal architecture of a small upper class, a relatively small middle class and a massive proletariat?
No. Not counting our example of a post-WW 2 United States, there have been examples--especially in ancient civilizations--of societies supporting large and thriving middle classes. I here quote the Encyclopedia Americana, 1965 edition--from the article entitled "House":
"Mesopotamia.---Commerce in ancient Babylonia and Assyria, unlike Egypt, created a large middle class, with highly developed civic concepts and laws and a great respect for property, which was protected by law. Both were urban civilizations..."
and later in the same article: "Cretan (Minoan) civilization was primarily urban, with a well-balanced distribution of wealth and a very large middle class, comprising merchants, seamen, and artisans....there is evidence that woman had a very strong position in society. Great emphasis was put on arts, crafts, and athletics."
By contrast, and later in the same article: "As Rome gradually became an urban civilization, wealth was unequally distributed between the extremely rich aristocracy and the great mass of poor plebians, whose living standard was much below the slaves'. Ostentatiousness and a great laxness of morality were characteristic of the last years of the republic and of the empire (27 B.C.--476 A.D.). Public and private entertainment replaced many of the earlier family activities."
Obviously these three quotes do not present a conclusive case but, I feel them to accurately represent historical patterns at differing times and places.

The dual danger of this procedure, though, is the pumping of many thousands of gallons of toxic, fracking chemicals into the ground to accomplish the hydraulic fracturing for just one well. Presently some companies are pushing to be able to Frack under the primary aquifer system in NY state and PA which feeds NYCity. Free Credit: When a bank extends credit to an individual or institution in the form of a loan it simply creates the credit within the receiver's savings or checking account--no fiat currency is directly handed over to the loan recipient. A sensible bank extends such credit on the presumption of loan repayment and proper collateral being established. Since the bank has created this wealth value simply as a supposition of repayment it is unethical to charge interest on wealth value that the bank didn't have to part with. The concept of Free Credit is that, in view of the aforementioned, credit extended as loans should simply be repaid without an interest charge.
Such cannot be the case when it comes to credit extended through credit cards as this entails an immediate debit on the card issuer's account each time credit is extended. An equitable amount of interest charged for this service is the only sufficient means of revenue generation for such extension of credit.

No. Not counting our example of a post-WW 2 United States, there have been examples--especially in ancient civilizations--of societies supporting large and thriving middle classes. I here quote the Encyclopedia Americana, 1965 edition--from the article entitled "House":
