A) METAREGIONS: 26
Description: The MetaRegion is a geographic area, on average, one twenty-sixth of earth's inhabited surface which is in the process of greater
social-economic-industrial integration. MetaRegions are either confederations of regional groups of nations or relatively large earth nations. The exceptions to this rule, within the ModelCiv system, are two:
1) MetaRegion 11: Asia East -- consists of China, Japan, Mongolia, North Korea, South Korea and Taiwan
2) MetaRegion 14: Australia--New Zealand
The MetaRegional concept, as applied to a group of nations or toward a larger, single nation sees the political units and geographic regions within each becoming ever more integrated with the functions of the whole. The prime purposes of MetaRegional integration and internal cooperation are to create discretionary wealth (net wealth production) and physical security for all participating citizens, nation states and for the MetaRegion as a whole.
Within ModelCiv, the MetaRegion becomes a supra-national entity better able to engage other MetaRegions on equal terms. These larger and more integrated collections of land, resources and peoples would make MetaRegional self-reliance, in the form of discretionary or Net Wealth Production, possible. If we then factor in an equitable global trade where MetaRegional net wealth is employed to acquire needed industrial inputs, the basic pattern of our model world civilization becomes clear.
MetaRegional Confederations + MetaRegions
ModelCiv envisions MetaRegional Confederations as the first step in MetaRegional development. Such confederations of nations would not be necessary in the following MetaRegions as they are already internally integrated:

All other MetaRegional formations would entail the gathering of regional groupings of sovereign nations into cooperative confederations. Within ModelCiv, WorldGov would ensure certain minimal standards being met in the formation of 26 global MetaRegional Confederations and MetaRegions. These standards would be delineated under 2 prime subject headings:

MetaRegional Political Economy
Within each of these areas certain minimal standards would be required of all sovereign participants (ie. the nations within a MetaRegional Confederation and Single-Nation MetaRegions).
Each Metaregional Technocracy, under the auspices of WorldGov, would require that the total cost of pursuing industrial development within the MetaRegion be borne by the company pursuing such development. There would be no socialization of the costs of environmental damage or of incidental harm to animals and humans in the pursuit of industry. Such full accountability for any damage caused within the MetaRegion would instantly make Green Production the only profitable means of carrying on business. So, the mandate imposed by MetaRegional Technocracies around the globe, as envisioned by ModelCiv, would be the use of Green Production Strategies in creating essential products and all participants within a Single-Nation MetaRegion or MetaRegional Confederation would agree to such. Compliance would be enforced through the application of MetaRegional taxation for any industrial practice consistently or intermittently harmful to life and the environment when alternative GreenTech and Green Production Methods are viable.
The principles of MetaRegional Political Economy would require of member states (within a MetaRegional Confederation) peaceful co-existence and the preclusion of any military attack by one member state against another. The political-economic organization within any MetaRegional Confederation would naturally require social, economic, commercial, technical and industrial cooperation which would be the antithesis of war. Once it thusly becomes illegal for the members of a MetaRegional Confederation to attack each other the next logical step would be a cooperative, global society of MetaRegions where military actions by one MetaRegion against another would naturally be precluded. This could possibly, primarily be accomplished through protocols for commercial interaction alongside equitable nation state and metaregional boundary arbitration.
The principles of MetaRegional Political-Economics would, among other things, govern the procurement policies of national and metaregional governments. NatGov and MetaRegional Government contracts with private industry for Tech Device replication would, in all instances under the ModelCiv system, be toward constructive purposes and, thusly, mandate the sustainable nature of subsequent wealth production. The credit and symbolic wealth creation capacities of sovereign govs would be compelled to meet the needs of the great majority of citizens in their creation and applications.
Equitable political representation would create the mandates under which National and MetaRegional Political Economies operate. Such mandates, to be of constructive and functional use, would require universal citizen education regarding the issues of sustainable societal conversion--which TV, radio and the WWW could admirably accomplish. Principles regarding SustDev are mostly simple and straightforward--especially when compared to our present Civ--and any thinking person could comprehend the basics. Once citizens began to see a Green Political Economy (by its nature socially equitable) in partial operation they would surely grasp its fundamentals and larger implications so as to lend their efforts to its comprehensive implementation.

D) ADMINISTRATIVE UNIT EVOLUTION
ModelCiv envisions a 2-step process in transitioning from current administrative divisions. Step 1 would entail (hypothetically) the simaltaneous conversion of regional and contiguous nation state groups into MetaRegional Confederations and various large nation states into MetaRegions. MetaRegional Confederations would retain the national boundaries and identities within their territory and single-nation MetaRegions would retain the borders of their first-level political divisions. These national borders or first-level administrative borders would delineate the birthing grounds of ModelCiv's ideal, semi-autonomous administrative unit -- the Local Region. In its completed form, ModelCiv envisions the first-level administrative unit of a MetaRegion as the Local Region but views the aforementioned administrative and political boundaries as critical to maintain throughout this projected transformation. To the highest degree possible the eventual, resultant Local Regions would utilize current political boundaries as their perimeter boundaries while dissolving all internal and thusly, residual political borders.
Step 2 simply envisions a falling away of former political boundaries which in Step 1 had given birth to this system of MetaRegions with Local Regions as their primary or first-level administrative division. Relatively minor border adjustments would also surely occur during Stage 2
as the social and economic impetus of Stage 1 truly set in.

Local Regions within each of these USA MetaRegional Provinces will be groupings of present-day counties or parishes within present-day, USA states. USA Local Regions will tend to average 10,000 square miles each. Smaller states such as Rhode Island (1,214 sqmi) or Connecticut (5,543 sqmi) would, to preserve their social geographic heritage, each be transformed into a Local Region bearing their current names with the addendum: LR.
Small to medium-sized states such as Maine (33,385 sqmi) or Kentucky (40,409 sqmi) would be divided into 3 and 4 Local Regions respectively.
Maine's Local Regions (LR) could be designated: Maine North LR, Maine Southwest LR and Maine East Central LR. Kentucky's Local Regions might become: Kentucky East LR, Kentucky North Central LR, Kentucky South Central LR and Kentucky West LR. These Local Regions would, in all instances, attempt to fully preserve the exterior boundaries of the county or parish groupings that they comprise. Adjustments to the eventual boundaries of Local Regions would tend to take place after the initial shock of transformation had passed.
Dividing larger US states into Local Regions such as California, Texas or Alaska will require more research on the author's part to delineate and, especially, to name. In the case of these larger states a number designation for Local Regions would probably be best suited. Using California as an example with projected, constituent counties:

Once New York State counties had been thusly grouped as small confederations an eventual development into the social-political unity of a fully functioning Local Region would occur. At this point and within this projected case of New York State Local Regional Development, certain administrative unit boundary consolidations would become most advantageous. The most obvious example of this would be with the northward projection of Herkimer County into NY North LR from NY East Central LR. The more sparsely populated and developed, northern two thirds of the county could become a part of NY North LR while the more populated and developed southern third of the county would be retained by NY East Central LR - first as the remnant of Herkimer County and eventually as NY East Central LR proper.

Essay 3: 02-06-2014
NatGovs, to perform properly, must be able to allocate funds freely without the burden of constant debt. National Debt is a means of policy control not always legitimately created. If we imagine NatGovs free to invest in their physical infrastructures and citizens our primary concerns are:
A) the creation of long-term, sustainable wealth production capacity
B) the time lag between money allocation toward the creation of "A" and the production of surplus, sustainable wealth
NatGovs and Nation States must be free to create their own mandates regarding timelines for eventual surplus wealth creation from National Wealth Allocation. The keys are mobilizing entire citizenries toward such a goal and the use of Green Technologies. Time delays between capital outlays and surplus wealth creation could, under current practice, be covered by NatGov bonds. NatGovs could borrow the money to create sustainable conversion or, within the context of ModelCiv and Modern Monetary Theory, they could simply create the money required for the task. Firstly, the neutralization of NatDebts would be required and various means could be pursued to accomplish this as discussed elsewhere in ModelCiv. So, hypothetically, we will start with a clean political economic slate to project the following.
Within Modern Monetary Theory NatGovs spend money into circulation. Legal Tender freely created is allocated toward political economic goals and the resultant, National Money Supply is returned, in part, to its NatGov issuer in the form of tax payments. Primary to a successful political economy the use of legal tender must obey the following mandates:
A) that National Monies be allocated toward the creation of sustainable, wealth productive capacity
B) that National Money Supply accurately mirror the volume of National Economic Activity thusly eliminating the ill effects of fiat currency oversupply.*
*(There would, at first, be a differential demand for adequate money supply due to the present uneven nature of economic development but, as ModelCiv is herein projecting a green conversion of our present political-economic-industrial system, such relative poverty versus present prosperity would see an elimination of relative poverty through green investment and the subsequent work of empowered citizens. This is not to project a society of regimented equality but simply the elimination of poverty and the possibility of social advancement for the hardworking and intelligent. Thus, there would always be some differential demand for money supply within any Nation State but the differences that presently exist, as reflective of personal wealth, would be much less extreme.)
Within Modern Monetary Theory NatGov "Debt" is reflective of the above-mentioned money supply creation. NatGov Debt, within MMT, is in no way harmful to the Nation State so long as monies are sustainably invested--creating greater eventual wealth than the original monetary outlay--and the amount of money created accurately reflects the total volume of National Economic Activity--thus adequately greasing the wheels of business and commerce. Within ModelCiv and Modern Monetary Theory, the free creation of legal tender by NatGovs could easily replace government bonds.
The prime use to which symbolic wealth--in the form of legal tender--would be applied is the allowance of nations and citizenries to work toward that which we all require and desire. Symbolic Wealth can be an empowerment allowing human society to create all those tools and mechanisms it requires for abundant and sustainable wealth production. The legal creation of fiat currency and its progressive use within a National Political Economy is akin to giving ourselves permission to create abundant wealth and to allow sufficient job opportunities and business stimulation. ModelCiv sees National Investment Priorities as encouraging and enabling the following (partial list):
1) Free Education - not only free of charge, at all levels, but entailing very little regimentation and emphasizing the creative potential of each student through teacher/student-created, individualized programs of study and work experience.
2) Free Energy Production - utilization of Cold Fusion Power Plants for free electrical production and free space heating and cooling. Free Mechanical Energy by utilizing Stirling Engines for motive power on land. Free Energy Propulsion in the air through Atmospheric Implosion Powered flying disks (see Free Energy Atmospheric Craft: "FEAC" in the "Future Industries, Facilities and Sciences" section.)
3) Public Banks - to properly manage citizen capital accumulations (of legal tender) and to allocate credit to citizens in judicious manner. Operations of Public Banks would be simplified and facilitated through local operation amongst a local citizenry--ie. people would often know each other--a superior means of transacting business.
4) Local Food Production (Agriculture) - NatGov or Local Regional programs to encourage and enable local citizens or others to create local food production capacity--heirloom varieties of seeds, trees and root stock and all organically grown.
5) Local Fish Production (Aquaculture) - from the Solar Aquatic processing of human wastes to algae--small fish--Tilapia.
6) Local and Regional Biome Protection and Remediation - ensuring, among other things, an adequate, self-replenishing water supply.
7) Green Fiber Production - to cultivate local + regional field crops producing fiber for paper, clothe, canvas, rope, building materials, etc.
8) Community Libraries and Research Centers - to feed citizen interest as well as assisting the information needs of small, medium and relatively larger businesses. Future Libraries and Research Centers will be located in towns and cities mostly. They will be staffed by librarian/researchers who can advise patrons regarding their areas of expertise.
Equitable political representation would create the mandates under which National and MetaRegional Political Economies operate. Such mandates, to be of constructive and functional use, would require universal citizen education regarding the issues of sustainable societal conversion--which TV, radio and the WWW could admirably accomplish. Principles regarding SustDev are mostly simple and straightforward--especially when compared to our present Civ--and any thinking person could comprehend the basics. Once citizens began to see a Green Political Economy (by its nature socially equitable) in partial operation they would surely grasp its fundamentals and larger implications so as to lend their efforts to its comprehensive implementation.

ModelCiv projects the need for many new professions within National Work Forces to execute a Green Political Economy. As fearsome as our present situation is all present destructive trends might still be ameliorated and eventually reversed through a proper use of GreenTech and Green Production Methods on massive, nationwide and global scales. The job is enormous but only by harnessing Global Society can it be accomplished. The harnessing of the human race toward this task is as easy as a series of TV shows delineating the dangers and the many solutions--such as those discussed within ModelCiv. I would suggest that the primary means to redeem our civilization and to place it upon sustainable footing would be two-fold:
A) A change in attitude by the masses of citizens regarding the possibility of progressive change.
B) The actual, technical and economic capacity to create Green Production Capacity worldwide.
As mentioned throughout ModelCiv the requirement firstly is to convert our Global Civilization to a system built upon peaceful business practice, commercial and cultural exchange. The preclusion of war is the primary requirement for planetary conversion to Green Societal Functioning as we must surely quit killing each other before we can save the Biosphere. Our planet will always live on but with what degree of living quality?
ModelCiv views as essential to World Peace the creation of cooperative groupings of nations and peoples through its worldwide, MetaRegional System. This consists of 26 MetaRegions interacting on a global, political--economic playing field according to equitable terms. When earth citizens see themselves as taking part in a global system which empowers small nations as well as large (through MetaRegional national groupings) the citizen cooperation to be expected and the amount of work such citizens would be willing to expend to take part in their own political--economic empowerment would surpass any productivity projections for our current civilization.
ModelCiv's Future Industries attempt to delineate only that production possessing social utility and there is critical present need for a grand increase in such--sustainably produced. Much current industrial production is inferior toward or actually destructive of overall, societal wealth. Rather than artificially configured profit our new standard for wealth production must be that which directly enriches individuals and families. Social utility sustainably produced is attainable and must be the primary focus for any national, metaregional or global economy.
There is much socially sustainable business profit to be made in saving our Biosphere. We must, however, start the conversion process toward sustainable production much sooner than nearly anyone would presently project. The Cold Fusion production of Free Energy is, in the author's opinion, the key first step.
Essay 1: 01-10-2014
It is the responsibility of RepGov to create a national society responsive to the needs of the great majority of its citizens. Upon this level playing field it is up to individuals to perform creative work toward adequate wealth production for their families and/or themselves. Inevitably some will outperform others in this task of creative work but it is the moral and pragmatic imperative of government to assure work activities and wealth production conducive to the common good. Government and preferably, representative gov, is the only societal organ with the capacity to insure this.
A distortion of this hypothetical, ideal system occurs when political-economic control is compromised by private interests--those not holding the Common Good as the greatest (societal) good but ultimately interested in self-enrichment. It's only normal that any political-economic entity will seek that sustenance which it requires to survive and hopefully thrive but it is the nature of the striving and the societal cost of survival with which a higher societal authority must be concerned. Self-enrichment is a healthy, normal activity within proper societal bounds but only a disinterested party--Equitable RepGov--is capable of providing such boundaries. A self-seeking entity is wholly incapable of self-limitation within a sea of political-economic anarchy.
It is the same with leadership--those positions of social-political and political-economic influence. Only the relatively, selfless person can properly lead a constituency or an organization. Leaders must care more for the welfare of those for whom they are responsible rather than their own self-enrichment. As the I Ching states (I paraphrase): "It is the work which is important in one's life not the self." True leaders must fully embrace this concept as the basis of their moral authority to lead. To illustrate this point let us take the example of two professions and the need for members of both to act selflessly in order to perform ethically and effectively: teacher and corporate officer.
Of what use is a teacher who cares more for their self-importance than for the welfare and learning of their students? Such a "teacher" is not a teacher at all as they have little of greater societal value to relate. This is not to say that some self-important "teachers" do not have a technical expertise highly valuable within society and the workforce but it is the implied usage of this knowledge, by such a teacher's treatment of their pupils, that ultimately creates a detriment to society. I would theorize, within social-psychology, that such "teachers" ultimately do more harm than good to society--their technical expertise notwithstanding.
Let's imagine a corporate officer who ultimately cares only for their own success and not for the progress of those over whom they have authority. Such a corporate functionary takes what they personally need from their colleagues of lesser position to promote themselves up a chain of command. It may be in the interest of such a person to improve the productive capacity of their lesser colleagues but when it comes to taking credit for said colleague's work we can expect this person to place themselves first in line. Ultimately such a boss does not strengthen or improve the company they are using, primarily, as a means of self-promotion.
I wish to use these two simplistic examples as argumentative proof that level, societal playing fields cannot be created or maintained by any other than those whom we would term--altruistic and, actually, socially responsible--in other words, true leaders and not self-seeking opportunists. I have nothing inherently against such people in my own social philosophy as they are the norm and to be expected more often than not amongst groupings of humans who are placed under the common strain of earning their daily bread. It is only my argument that such people are not leaders and are inherently incapable of leadership positions and responsibilities--whether those leadership positions be teacher, corporate officer or the chief executive of a country.
Ideologic Scrap
ModelCiv, throughout this process of delineating future administrative units, projects differing land settlement patterns and population densities from what we see today--especially in heavily urbanized countries. ModelCiv predicts a more even human habitation throughout landscapes with an increase in villages, towns and small cities paralleling a partial size reduction of present-day larger cities.

Description: The MetaRegion is a geographic area, on average, one twenty-sixth of earth's inhabited surface which is in the process of greater
social-economic-industrial integration. MetaRegions are either confederations of regional groups of nations or relatively large earth nations. The exceptions to this rule, within the ModelCiv system, are two:
1) MetaRegion 11: Asia East -- consists of China, Japan, Mongolia, North Korea, South Korea and Taiwan
2) MetaRegion 14: Australia--New Zealand
The MetaRegional concept, as applied to a group of nations or toward a larger, single nation sees the political units and geographic regions within each becoming ever more integrated with the functions of the whole. The prime purposes of MetaRegional integration and internal cooperation are to create discretionary wealth (net wealth production) and physical security for all participating citizens, nation states and for the MetaRegion as a whole.
Within ModelCiv, the MetaRegion becomes a supra-national entity better able to engage other MetaRegions on equal terms. These larger and more integrated collections of land, resources and peoples would make MetaRegional self-reliance, in the form of discretionary or Net Wealth Production, possible. If we then factor in an equitable global trade where MetaRegional net wealth is employed to acquire needed industrial inputs, the basic pattern of our model world civilization becomes clear.
MetaRegional Confederations + MetaRegions
ModelCiv envisions MetaRegional Confederations as the first step in MetaRegional development. Such confederations of nations would not be necessary in the following MetaRegions as they are already internally integrated:

Each Metaregional Technocracy, under the auspices of WorldGov, would require that the total cost of pursuing industrial development within the MetaRegion be borne by the company pursuing such development. There would be no socialization of the costs of environmental damage or of incidental harm to animals and humans in the pursuit of industry. Such full accountability for any damage caused within the MetaRegion would instantly make Green Production the only profitable means of carrying on business. So, the mandate imposed by MetaRegional Technocracies around the globe, as envisioned by ModelCiv, would be the use of Green Production Strategies in creating essential products and all participants within a Single-Nation MetaRegion or MetaRegional Confederation would agree to such. Compliance would be enforced through the application of MetaRegional taxation for any industrial practice consistently or intermittently harmful to life and the environment when alternative GreenTech and Green Production Methods are viable.
The principles of MetaRegional Political Economy would require of member states (within a MetaRegional Confederation) peaceful co-existence and the preclusion of any military attack by one member state against another. The political-economic organization within any MetaRegional Confederation would naturally require social, economic, commercial, technical and industrial cooperation which would be the antithesis of war. Once it thusly becomes illegal for the members of a MetaRegional Confederation to attack each other the next logical step would be a cooperative, global society of MetaRegions where military actions by one MetaRegion against another would naturally be precluded. D) ADMINISTRATIVE UNIT EVOLUTION
ModelCiv envisions a 2-step process in transitioning from current administrative divisions. Step 1 would entail (hypothetically) the simaltaneous conversion of regional and contiguous nation state groups into MetaRegional Confederations and various large nation states into MetaRegions. MetaRegional Confederations would retain the national boundaries and identities within their territory and single-nation MetaRegions would retain the borders of their first-level political divisions. These national borders or first-level administrative borders would delineate the birthing grounds of ModelCiv's ideal, semi-autonomous administrative unit -- the Local Region. In its completed form, ModelCiv envisions the first-level administrative unit of a MetaRegion as the Local Region but views the aforementioned administrative and political boundaries as critical to maintain throughout this projected transformation. To the highest degree possible the eventual, resultant Local Regions would utilize current political boundaries as their perimeter boundaries while dissolving all internal and thusly, residual political borders.
Step 2 simply envisions a falling away of former political boundaries which in Step 1 had given birth to this system of MetaRegions with Local Regions as their primary or first-level administrative division. Relatively minor border adjustments would also surely occur during Stage 2

Local Regions within each of these USA MetaRegional Provinces will be groupings of present-day counties or parishes within present-day, USA states. USA Local Regions will tend to average 10,000 square miles each. Smaller states such as Rhode Island (1,214 sqmi) or Connecticut (5,543 sqmi) would, to preserve their social geographic heritage, each be transformed into a Local Region bearing their current names with the addendum: LR.
Small to medium-sized states such as Maine (33,385 sqmi) or Kentucky (40,409 sqmi) would be divided into 3 and 4 Local Regions respectively.
Maine's Local Regions (LR) could be designated: Maine North LR, Maine Southwest LR and Maine East Central LR. Kentucky's Local Regions might become: Kentucky East LR, Kentucky North Central LR, Kentucky South Central LR and Kentucky West LR. These Local Regions would, in all instances, attempt to fully preserve the exterior boundaries of the county or parish groupings that they comprise. Adjustments to the eventual boundaries of Local Regions would tend to take place after the initial shock of transformation had passed.
Dividing larger US states into Local Regions such as California, Texas or Alaska will require more research on the author's part to delineate and, especially, to name. In the case of these larger states a number designation for Local Regions would probably be best suited. Using California as an example with projected, constituent counties:

Once New York State counties had been thusly grouped as small confederations an eventual development into the social-political unity of a fully functioning Local Region would occur. At this point and within this projected case of New York State Local Regional Development, certain administrative unit boundary consolidations would become most advantageous. The most obvious example of this would be with the northward projection of Herkimer County into NY North LR from NY East Central LR. The more sparsely populated and developed, northern two thirds of the county could become a part of NY North LR while the more populated and developed southern third of the county would be retained by NY East Central LR - first as the remnant of Herkimer County and eventually as NY East Central LR proper.

G) ESSAYS ON POLITICAL ECONOMY + SOCIAL ETHICS
Essay 3: 02-06-2014
NatGovs, to perform properly, must be able to allocate funds freely without the burden of constant debt. National Debt is a means of policy control not always legitimately created. If we imagine NatGovs free to invest in their physical infrastructures and citizens our primary concerns are:
A) the creation of long-term, sustainable wealth production capacity
B) the time lag between money allocation toward the creation of "A" and the production of surplus, sustainable wealth
NatGovs and Nation States must be free to create their own mandates regarding timelines for eventual surplus wealth creation from National Wealth Allocation. The keys are mobilizing entire citizenries toward such a goal and the use of Green Technologies. Time delays between capital outlays and surplus wealth creation could, under current practice, be covered by NatGov bonds. NatGovs could borrow the money to create sustainable conversion or, within the context of ModelCiv and Modern Monetary Theory, they could simply create the money required for the task. Firstly, the neutralization of NatDebts would be required and various means could be pursued to accomplish this as discussed elsewhere in ModelCiv. So, hypothetically, we will start with a clean political economic slate to project the following.
Within Modern Monetary Theory NatGovs spend money into circulation. Legal Tender freely created is allocated toward political economic goals and the resultant, National Money Supply is returned, in part, to its NatGov issuer in the form of tax payments. Primary to a successful political economy the use of legal tender must obey the following mandates:
A) that National Monies be allocated toward the creation of sustainable, wealth productive capacity
B) that National Money Supply accurately mirror the volume of National Economic Activity thusly eliminating the ill effects of fiat currency oversupply.*
*(There would, at first, be a differential demand for adequate money supply due to the present uneven nature of economic development but, as ModelCiv is herein projecting a green conversion of our present political-economic-industrial system, such relative poverty versus present prosperity would see an elimination of relative poverty through green investment and the subsequent work of empowered citizens. This is not to project a society of regimented equality but simply the elimination of poverty and the possibility of social advancement for the hardworking and intelligent. Thus, there would always be some differential demand for money supply within any Nation State but the differences that presently exist, as reflective of personal wealth, would be much less extreme.)
Within Modern Monetary Theory NatGov "Debt" is reflective of the above-mentioned money supply creation. NatGov Debt, within MMT, is in no way harmful to the Nation State so long as monies are sustainably invested--creating greater eventual wealth than the original monetary outlay--and the amount of money created accurately reflects the total volume of National Economic Activity--thus adequately greasing the wheels of business and commerce. Within ModelCiv and Modern Monetary Theory, the free creation of legal tender by NatGovs could easily replace government bonds.
The prime use to which symbolic wealth--in the form of legal tender--would be applied is the allowance of nations and citizenries to work toward that which we all require and desire. Symbolic Wealth can be an empowerment allowing human society to create all those tools and mechanisms it requires for abundant and sustainable wealth production. The legal creation of fiat currency and its progressive use within a National Political Economy is akin to giving ourselves permission to create abundant wealth and to allow sufficient job opportunities and business stimulation. ModelCiv sees National Investment Priorities as encouraging and enabling the following (partial list):
1) Free Education - not only free of charge, at all levels, but entailing very little regimentation and emphasizing the creative potential of each student through teacher/student-created, individualized programs of study and work experience.
2) Free Energy Production - utilization of Cold Fusion Power Plants for free electrical production and free space heating and cooling. Free Mechanical Energy by utilizing Stirling Engines for motive power on land. Free Energy Propulsion in the air through Atmospheric Implosion Powered flying disks (see Free Energy Atmospheric Craft: "FEAC" in the "Future Industries, Facilities and Sciences" section.)
3) Public Banks - to properly manage citizen capital accumulations (of legal tender) and to allocate credit to citizens in judicious manner. Operations of Public Banks would be simplified and facilitated through local operation amongst a local citizenry--ie. people would often know each other--a superior means of transacting business.
4) Local Food Production (Agriculture) - NatGov or Local Regional programs to encourage and enable local citizens or others to create local food production capacity--heirloom varieties of seeds, trees and root stock and all organically grown.
5) Local Fish Production (Aquaculture) - from the Solar Aquatic processing of human wastes to algae--small fish--Tilapia.
6) Local and Regional Biome Protection and Remediation - ensuring, among other things, an adequate, self-replenishing water supply.
7) Green Fiber Production - to cultivate local + regional field crops producing fiber for paper, clothe, canvas, rope, building materials, etc.

Future Libraries and Research Centers will be located in towns and cities mostly. They will be staffed by librarian/researchers who can advise patrons regarding their areas of expertise.
Equitable political representation would create the mandates under which National and MetaRegional Political Economies operate. Such mandates, to be of constructive and functional use, would require universal citizen education regarding the issues of sustainable societal conversion--which TV, radio and the WWW could admirably accomplish. Principles regarding SustDev are mostly simple and straightforward--especially when compared to our present Civ--and any thinking person could comprehend the basics. Once citizens began to see a Green Political Economy (by its nature socially equitable) in partial operation they would surely grasp its fundamentals and larger implications so as to lend their efforts to its comprehensive implementation.

ModelCiv projects the need for many new professions within National Work Forces to execute a Green Political Economy. The only societal organ in position to create such on an adequate scale (at present) is NatRepGov (National Representative Government). Only NatRepGovs can create the nationwide, educational programs with requisite job creation programs adequate for:

As fearsome as our present situation is all present destructive trends might still be ameliorated and eventually reversed through a proper use of GreenTech and Green Production Methods on massive, nationwide and global scales. The job is enormous but only by harnessing Global Society can it be accomplished. The harnessing of the human race toward this task is as easy as a series of TV shows delineating the dangers and the many solutions--such as those discussed within ModelCiv. I would suggest that the primary means to redeem our civilization and to place it upon sustainable footing would be two-fold:
A) A change in attitude by the masses of citizens regarding the possibility of progressive change.
B) The actual, technical and economic capacity to create Green Production Capacity worldwide.
As mentioned throughout ModelCiv the requirement firstly is to convert our Global Civilization to a system built upon peaceful business practice, commercial and cultural exchange. The preclusion of war is the primary requirement for planetary conversion to Green Societal Functioning as we must surely quit killing each other before we can save the Biosphere. Our planet will always live on but with what degree of living quality?
ModelCiv views as essential to World Peace the creation of cooperative groupings of nations and peoples through its worldwide, MetaRegional System. This consists of 26 MetaRegions interacting on a global, political--economic playing field according to equitable terms. When earth citizens see themselves as taking part in a global system which empowers small nations as well as large (through MetaRegional national groupings) the citizen cooperation to be expected and the amount of work such citizens would be willing to expend to take part in their own political--economic empowerment would surpass any productivity projections for our current civilization.
ModelCiv's Future Industries attempt to delineate only that production possessing social utility and there is critical present need for a grand increase in such--sustainably produced. Much current industrial production is inferior toward or actually destructive of overall, societal wealth. Rather than artificially configured profit our new standard for wealth production must be that which directly enriches individuals and families. Social utility sustainably produced is attainable and must be the primary focus for any national, metaregional or global economy.
There is much socially sustainable business profit to be made in saving our Biosphere. We must, however, start the conversion process toward sustainable production much sooner than nearly anyone would presently project. The Cold Fusion production of Free Energy is, in the author's opinion, the key first step.
Essay 1: 01-10-2014
It is the responsibility of RepGov to create a national society responsive to the needs of the great majority of its citizens. Upon this level playing field it is up to individuals to perform creative work toward adequate wealth production for their families and/or themselves. Inevitably some will outperform others in this task of creative work but it is the moral and pragmatic imperative of government to assure work activities and wealth production conducive to the common good. Government and preferably, representative gov, is the only societal organ with the capacity to insure this.
A distortion of this hypothetical, ideal system occurs when political-economic control is compromised by private interests--those not holding the Common Good as the greatest (societal) good but ultimately interested in self-enrichment. It's only normal that any political-economic entity will seek that sustenance which it requires to survive and hopefully thrive but it is the nature of the striving and the societal cost of survival with which a higher societal authority must be concerned. Self-enrichment is a healthy, normal activity within proper societal bounds but only a disinterested party--Equitable RepGov--is capable of providing such boundaries. A self-seeking entity is wholly incapable of self-limitation within a sea of political-economic anarchy.
It is the same with leadership--those positions of social-political and political-economic influence. Only the relatively, selfless person can properly lead a constituency or an organization. Leaders must care more for the welfare of those for whom they are responsible rather than their own self-enrichment. As the I Ching states (I paraphrase): "It is the work which is important in one's life not the self." True leaders must fully embrace this concept as the basis of their moral authority to lead. To illustrate this point let us take the example of two professions and the need for members of both to act selflessly in order to perform ethically and effectively: teacher and corporate officer.
Of what use is a teacher who cares more for their self-importance than for the welfare and learning of their students? Such a "teacher" is not a teacher at all as they have little of greater societal value to relate. This is not to say that some self-important "teachers" do not have a technical expertise highly valuable within society and the workforce but it is the implied usage of this knowledge, by such a teacher's treatment of their pupils, that ultimately creates a detriment to society. I would theorize, within social-psychology, that such "teachers" ultimately do more harm than good to society--their technical expertise notwithstanding.
Let's imagine a corporate officer who ultimately cares only for their own success and not for the progress of those over whom they have authority. Such a corporate functionary takes what they personally need from their colleagues of lesser position to promote themselves up a chain of command. It may be in the interest of such a person to improve the productive capacity of their lesser colleagues but when it comes to taking credit for said colleague's work we can expect this person to place themselves first in line. Ultimately such a boss does not strengthen or improve the company they are using, primarily, as a means of self-promotion.
I wish to use these two simplistic examples as argumentative proof that level, societal playing fields cannot be created or maintained by any other than those whom we would term--altruistic and, actually, socially responsible--in other words, true leaders and not self-seeking opportunists. I have nothing inherently against such people in my own social philosophy as they are the norm and to be expected more often than not amongst groupings of humans who are placed under the common strain of earning their daily bread. It is only my argument that such people are not leaders and are inherently incapable of leadership positions and responsibilities--whether those leadership positions be teacher, corporate officer or the chief executive of a country.
Ideologic Scrap
ModelCiv, throughout this process of delineating future administrative units, projects differing land settlement patterns and population densities from what we see today--especially in heavily urbanized countries. ModelCiv predicts a more even human habitation throughout landscapes with an increase in villages, towns and small cities paralleling a partial size reduction of present-day larger cities.
